Will a package at the Shanghai Exchange Station (via transfer) be exported?

I live in Japan. I ordered some shoes from the US. They were shipped via USPS and briefly arrived in Tokyo (Haneda). Yay, but wait. A day or so later I got an update that they'd arrived in Shanghai. What?
Not sure if it's the seller, USPS or staff at Haneda in Tokyo. Any chance this will reach me in Kobe, Japan?

It should be transited to Japan from Shanghai in the following days, you'd better wait for more days to see.
