How to solve custom held up ?

Hello,
Hello, my package with tracking number EW169908654FR has been held up in customs for 15 days (february 26th) due to a missing form or invoice, even though everything was properly packaged at the post office. I don't understand why it's simply an order that needs to be returned to the seller for repair! The invoice is in the package.
