I have waited about 20 days and my package hasnt arrived. It says delivery failed. Can i receive a refund for this since it wasnt delivered to the address that i put? Here is my tracking number AG784054146CN. Thanks.

Yes, you can try to contact your bank or visa company or Paypal if you pay by this way to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
Also, I would like to have suggestions on what to do and who to contact next.
