Package says "inbound failed"

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
Also, I would like to have suggestions on what to do and who to contact next.

Why does my package say inbound failed after it said it was out for delivery? It’s been almost one month since ordering. I will not be ordering from ChicMe ever again
