Why is my package with tracking number CH212966431US still sitting in Shanghai for over 2 months since October 2024 when it is supposed to be returned to me??

And there is no movement since then. Destination is Shanghai, is it stuck because Shanghai is in lockdown? If yes, will it be there with China Post until the end of the lockdown or will return to shipper at some point?
