Hello!
My question is aimed at what's the due process of shipping an empty, non-functional lighter so that it is without any issues.
Thank you!

According to China Post's "Prohibited Items List" and related regulations, the delivery policy for empty (fuel-free) lighters is as follows:
1. Domestic mail (within China)
✅ Mailing is allowed, but the following conditions must be met:
Fully drain the fuel (no residual butane, gasoline, etc.).
No ignition function (the ignition device needs to be removed or destroyed).
Packaging safety: fixed separately to avoid misjudgment caused by collision during transportation.
It is recommended to declare in advance: mark "empty lighter (fuel-free)" and consult the local post office.
⚠ Note: Some local post offices may refuse to accept and send due to safety considerations. It is recommended to confirm by phone in advance.
2. International mail (export to other countries)
