To my experience, the package sent to Belgium by SURFACE needs about one or two months to reach.

And how much time will it usually take to send a package with Postage Rate for Air Parcel and with SAL? Is it faster then by SURFACE?

Yes,

It only needs about 7- 20 days by air and 10-30 days by SAL
