Unwanted parcel received from a possible scammer

My father has received a parcel today from Yu Hong Feng, first floor of Yanbu Eurodan Underwear Factory in Nanhai, Foshan, Guangdong China with a phone number of 8613516666666.
It was a winter jacket and ironically, we live in Malaysia where it's humid all year round. He never ordered anything off the internet lately, so where the heck did this parcel come from?
I noticed the jacket and its packaging is pretty dusty.
I've also noticed that many people before me from different parts of the world has gotten unwanted parcels from the same guy as well. Why did you as a postal company allow this to go on?

I have also received a pair of sunglasses that I have not ordered from 5 yuxi road, namking district, gulyang city, guizhou, GuiYangShi, GUIZHOU 550001, China. The price shown on the label is $36. They are made of cheap plastic worth about 50p. Why do the authorities not do something about this???

Received a pair of Ray Ban's today ? Delivered to my work address but with my mobile number on the box.
Delivery came from same address as everyone else Jinxiu Rd , GuangDong ?? Ordered weeks ago a luggage set but once realised site was a scam I cancelled transaction with my credit card company.
