Where is my package?

Hi, I sent a package to my cousin in Wu Han China from Los Angeles USA via USPS (united states postal services), and tracking number is CH102770049US, when I track it, it states package has been held at customs in Wu Han since 8/12/2020, that is almost 4 weeks ago! When can this package be released for delivery??

It's waiting the recipient to pay for the tax in the past days. He should have paid for it. Latest information on Sep.3 shows the clerance completed.
