who handles stuck package china customs submit declaration materials

I mailed a package usa to china on 2/24/24. Since 2/15/24 is shows Suzhou City held in customs waiting on the recipient to submit declaration materials to the customs. I contacted the company I am returning goods to and they say they rely on the courior to handle this. How can I get this resolved. The same order when sent to usa didn't get held only when returning the items. tracking CH206635342US

The receiver needs to call 0512-67229660 to ask how to get it. If the receiver doesn't declare, it couldn't be released.
