Why customs rejected this package?

Hello, I have a dispute going on and I would like to know what was the reason this package was rejected by the customs. The seller is not willing to cooperate over this.

Could you tell me a way to contact the customs? I do not know how to contact the customs of this package as I am located in Canada and I do not understand Chinese.

You couldn't contact China customs from abroad. You can only let the seller to cooperate.

My order is being sent back to the sender. The tracking number is CP381295178CN and it has reached China but the sender is saying they can not receive the parcel due to the parcel being "abnormal". What does this mean? According to Canada Post the package will be delivered.
Sorry, you need to contact the customs to check why it was rejected. In normal, it should be waiting for the receiver to declare. If the seller doesn't cooperate, it will be returned back later.
