Why is my package stuck in costumes

Hello! This is RETURNED GOODS you can see that in the corner of the paper it is labeled with “Retunerade Varor” and that means Returned goods in Swedish. I sent this package from Sweden and I payed for everything. I don’t understand why it is still in costumes because everything has been payed for. I appreciate your help. Thank you in advance.

Hello! The number is CC650839403SE. But the reciver doesnt have to pay a tac because it is returned goods.

What's the tracking number? If it's stuck at the customs, it may waiting for the receiver in China to submit declaration materials or pay for the tax.
