Battery inside package, what postal service I can take? AIR/SEA?

Hey,
I want to send RC CAR, inside the package 7.4V 1500mAh Li-ion Battery. Can I send it by standard sea/air shipping? BOX is 4KG, 54x24x20cm.

Today I been to CHINA POST office in CHONGQING, but they said its impossible to send neither air/sea, how is that possible?
What shall I tell them?

You can only sent by sea.
