I have bee waiting for a package for over 30 days now and teh tracking number is stating that the package is in transit, but has not moved for over 17 days

It's still in transit to you place now. I suggest you wait for ten days to see. If it's still stuck there, you need to contact the seller to reflect the problem and get a solution as soon as possible. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.
