Why no one called before the delivery? People don't sit next to the door 24/7 to get the parcel. How to get it delivered again? Thanks

Hello. In January I went back to my homecountry and left half of my clothes at the dorm in China. Now I need to get them back through postal service. How to ask China Post to send a courier to pick up my staff at the university and how much it would cost me? By the way how to clarify to them that I need an ordinary parcel delivery (not the express one) by Sea and Land? I've already checked the price from China to my homecountry but I couldn't find any information about the price for calling a courier. And is it possible to order it online?
