Hi Lola,
I'm sure you're very worried seeing your package has been stuck in customs for almost two weeks. Based on the information you provided, this is usually a problem that can be resolved by submitting a supplementary declaration, so please don't worry.
The package being detained due to "missing invoice" is a case of incomplete declaration information, one of the most common and easiest situations to resolve during customs inspections. This doesn't mean there's a problem with the package; it simply requires your cooperation in completing a supplementary declaration process.
Below are the detailed steps for handling your situation:
Step 1: Obtain Official Notification and Lock Down the Processing Channel
First, you need to confirm the package's exact customs status and processing channel. The most effective way is:
Check the logistics information: Carefully check the EMS tracking page to see if there are specific prompts such as "Customs held pending inspection" or "Pending recipient's supplementary declaration."
Check your mobile phone SMS: Pay attention to whether you (as the recipient) have received an official notification SMS from 11183 (EMS customer service) or 12360 (customs hotline). This SMS usually contains a declaration website or instructions on using a designated mini-program.
Step 2: Prepare Declaration Materials and Complete Online Declaration
You and the French merchant need to prepare the following materials and then submit them online through official channels.
Required Materials
* Identification: Photos of both sides of the recipient's (your) valid ID card.
* Key Documents: This is the core material. Please have the French merchant provide a clear commercial invoice or pro forma invoice, which must include the product name, quantity, unit price, and total price. Also, attach a screenshot of the order or payment record proving actual payment.
* Explanation: Prepare a brief explanation stating "This package contains personal items," and attach the tracking number.
* Declaration Channel (Choose One): You can choose according to the SMS prompts or your own habits:
* Online Platform (Preferred): Search for and enter the "Customs on Your Phone" mini-program on WeChat or download the corresponding APP. Upload the above materials as prompted in the "Personal Items Declaration" or "Mail Declaration" functions.
* Postal Customs Broker: If you cannot operate online, you can bring the materials and your original ID card to the customs hall of a postal customs broker or international mail processing center in your city.
* Step 3: Complete Subsequent Procedures Based on Customs Review Results
After submitting your materials, please wait patiently for customs review. There are usually two possible outcomes:
**Tax Payment and Release:** If the total value of your package exceeds the tax-free allowance of 50 RMB, the system will generate a tax invoice. After you pay the tax online, your package will be released for delivery.
**Direct Release:** If the value does not reach the tax threshold, or if customs determines that no tax is required after review, your package will be directly transferred to the "Release" status.
**Important Reminder:** Timeliness: Please process your request as soon as possible. There is usually a 30-day processing period from receiving official notification. Packages not processed within this timeframe may be returned to France.
**Keep Proof:** Please keep all screenshots of online payments and communication records with customer service for future reference.
**Contact Channels:** For any questions, please call the 12360 customs service hotline or the 11183 EMS customer service hotline for assistance.
We hope this guide helps you resolve your issues smoothly and ensure your package arrives as soon as possible.
