I was waiting for a parcel from Russia for a month. We had been checking the info about it on Russian post website. It had said that a parcel is on the customs. Two days ago we've decided to check the info in China post and found out that delivery was failed because of "name" reasons. But the point is that the phone number was there and I have no idea, why no one called me. Now my parcel is heading to Beijing and I want to know is it possible to send it back to Xi'an bacause I strongly believe that delivery service didn't take all the efforts to get this parcel to me.

You need to contact China Post as soon as possible to ask if it could be delivered back to Xi'an. Call China Post service number 11185 (then 8 for English service).
If the English service couldn't be got. Ask a Chinese friend to call for you.
