Is EMS responsible for international mail once it arrives in China?

My package has been in my city for a week. I called to ask when they will deliver it, and their response is that they're not responsible for international mail. I can only use the tracking number online.
After it arrives in the destination country, it will be delivered by your local post service. If you couldn't be delivered in time, you need to contact your local post service to check in time.
