My pakkage can not be deliverred by adressee because the missing phonenumber

Please can anybody help me? I received a message from the adressee that this pakkage (cups&saucers) can not be deliverred because the missing of the phonenumber of the adressee.
It is in the Netherlands not usual to add the phonenumber f the adressee.
