This is day 4 of the tracking saying, “out for delivery” and now I have 2 more packages saying the same. What carrier will be making delivery? Who can I contact here in Portugal?

It's not normal that they are still not delivered. You need to contact the seller to get a solution in time. If they are shipped out by China Post, they should be handed over to Correos de España to deliver to you.
