Package from the US not yet received PLEASE HELP!

My mother sent me a package from Texas back in March and paid for a speedy delivery and I have not received it. I've gone to china post several times and they tell me it is in the Custom warehouse. Where is this place and can I go retrieve my item. I really need this package!
