The receiver of my package that was returned to Guangzhou for a refund (clothes) is telling me that customs impounded the package because it generated duties. What does that mean? Would the receiver be responsible for duties? I paid $61 US to return the clothes.
I have been trying to get the receiver to contact customs for months and then process my refund and he has been stalling and now says it is impounded. Would you have any suggestions?

My package arrived at customs on October 13th. Usually customs clearance only takes 2-3 days, but for this package, it took over 2 weeks. Eventually, on October 28th, the package was reported to be cleared from customs. However, since clearing customs over a week and a half ago, the package's status has not been updated, where is it? Is it on its way to me? Is the address on the package incorrect? Any response would be greatly appreciated, thank you!
