I am mailing a package back to the company which I purchased clothing online, because it didn’t fit. The company will not refund me until they receive the package, but it is stuck in customs, and they refuse to contact customs to get it. Why is my package stuck in customs? Why isn’t it being delivered? It has been in customs since 8/6/2020.

my DHL package is stuck in customs. The receiver is unwilling to contact customs and pay the possible fee to release the package. How can I contact customs and pay the fee, if required, so that the package can be finally shipped to the seller. It's a return from a order.
