two boxes were returned to china, and my supplier still hasn't received it, he called the distribution center and said they couldn't ship. I would like to know what to do more than 1 month has passed

I sent "return goods" back to Ebay in Fuzhou, China. The tracking number is LK650074532US. It has been held in customs since June 12. What do I need to do? I sent all of the customs paperwork and attached it to the box. Could you please help me so that it can be delivered to Ebay and I can get my refund?
