Scam? Large item described sent as 'small packet'

Hello!
I ordered two very large items. I paid $15 extra for expedited shipping on March 21.
The seller sent me a confirmation with links that do not work. When Paypal intervened they sent a tracking number, and said they shipped the item on April 2. I tracked the number and SOMETHING was shipped on April 8, but it's "SMALL PACKET" and on Paypal it's listed as 'clothing'. The tracking has not changed since April 13. (My items are two raised garden beds that include a lot of wood, and should be at least 8 feet long and 100 pounds!)
Paypal now has this as an open dispute. Can you help me?

Hi Denise,

What's the tracking number? You need to contact the seller to confirm. If they don't reply you, it's a scam.

Tracking number UE902823463CN was last updated on Mar. 4th. I was told there will be no more updates because the item was sent by China Post Ordinary Small Packet. Is there any way to know if it actually left China? My second issue: I'm thinking of re-ordering the item and having it sent International Standard shipping. Will the International Standard Shipping take just as long as the Ordinary Small Packet? Are parcels that are being shipped as International Standard Shipping actually leaving China yet? If so, do you know how many business days it will take for them to get to Canada? Thank you.

Tracking #303732244068 Ordered 2 large pallets named-Take Away Everything In The Containers. I paid through PayPal $39.98 which included $9.99 for shipping. I received a small package which only had a wallet inside? Where are my 2 large pallets as advertised and ordered?????
