Stuck in "Arrival at Destination" but not cleared customs for 3 weeks

My parcel has been shipped by the plane company on Nov 11, and it is stuck with “飞机进港”for 3 weeks now, nothing from Canadian customs. A translation from another tracking site (aftership) says its "Arrival at Destination", and by myself I understand it as the plane has entered a port somewhere.

Is my package still in China waiting on more cargo to load onto the plane, or has it actually arrived Canada already?

Sent a package to China and getting this:
Sat Oct 3112:29CNShipment is being cleared through Customs in country of destination
Wed Oct 2817:13CNShipment is cleared and forwarded to addressee

It says 28th the shipping is cleared yet on 31st of October it's again sent to being cleared? Almost a month later there's no update on this! How is this possible? Contacted our postal service but they're saying they don't know.

Can you please help me figure out what could be the issue? my parcel which i shipped through ems-hz 60, has been stuck on
Aircraft Arrival,Aircraft Arrival (Arrival at Destination) for 18 days now. this is absolutely not normal, as many other parcels are passing customs in my country and it seems mine is stuck. seller is being very un cooperative, and not helping to investigate what's going on with my parcel. In your experience , what could I do to resolve this? I Am shipping to YYZ btw
