Stuck in customs awaiting payment

My package with tracking number EH027948155NL is apparently stuck in customs awaiting payment. I have not been contacted regarding this and I have no idea who else to contact as I have emailed plenty of people with no response.

Hi ashleighgi2,

You need to contact the receiver in China to pay for the tax.

Who, how and and how much do I make a payment to to release the package to its destination.
One would think this would be an option on this web page. (To track, trace and pay for said items).

Greetings. CH189275196US. Item is an AliExpress return--seller misrepresented the type of unit and it was agreed that I could return it at no cost. My parcel has been stuck at customs in Guangzhou for over two weeks. I was left a voice mail in Chinese, which I cannot speak. An online tracker states my item is stuck in customs awaiting tax payment. Is this something I am expected to pay? Is there an English language contact for me to resolve this with? Thank you very much.
