The package from US is stuck in Shenzhen custom for a month

Hi, I bought some Christmas gifts from Harvard store(short sleeve t-shirt and long sleeve one) and sent to my niece living in Shenzhen. But it is still stuck in Shenzhen custom. My brother asked to Shenzhen custom and there is nothing they can do. Shenzhen custom said there is something the sender need to do for the package. What could I do making the package delivered?

You need to let your brother ask what you need to do to get it released. In normal, if it's stuck at the customs, it needs the receiver in China to delcare or pay taxt in China.
