Delivery failed what can i do?

On my tracking updates it says delivery failed and i want my parcel to be re-delivered.. My tracking number is RV589647698CN... And i also want to know where is my Parcel right now

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
