Does e-EMS uses volume weight in any case for calculating shipping cost??

I have a package that is 1.5kg and its biggest dimension is 43cm. Ive been told because it is over 40cm, now the shipping line (e-EMS) calculates the cost based on its volume weight. I wanted to check with you if its true or ive been told a lie, thank you!
