The delivery delivered opened the office door but didn’t leave the parcel. Someone is in the office though. How can I get the parcel please?

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
