Update: Got a reply from my seller:
"Dear customer,
We just got notification that your parcel was lost during transit.
In this case, we would like to give the 40% refund to you. Hope you can understand we're out of control after goods is shipped out.
If yes, we will proceed the refund immediately.

Meanwhile also the website is not available anymore. I got scammed.

There is no tracking information for it at present. Possible reason is the sender just gave you a tracking number but hasn't shipped it.
You'd better contact the seller to confirm for the reason.
