Missing inovice

Hello, how to submit an invoice. My item is stuck from UAE to China in China customs, saying missing invoice. Its a returned item from Aliexpress value around 400$, its a returned item - not working.
How to submit an invoice? The receiver can't do anything, i tried, and the UAE post can't do anything, saying I need to submit the invoice. Where to submit? to which email?

Seller cant do anything.
There should be a form or email for such things. I am sure daily many thousand people have the same issue.

The receiver should received the message about how to do that from smartphone. You'd beter let the receiver to check. If no, you need to let the receiver in China call China Post service number 11183 or China customs number 12360 to check how to sumbit it.
