Order to Europe restrictions?

Good afternoon.
I have an order from china to be shipped to Europe (Portugal), the order weighs 30kg, which service to use, other than EMS?
Split the order into 2? The sender says that the chinapost post office warned that the orders were not arriving at their destination and were being returned, right?

Weight limit for package sent to Portugal is 20kg for each. You need to split the order into two.

The tracking of some orders that were shipped with EUB/ePacket says that the parcels arrived in the United States! Destination is Austria in Europe and this is correctly displayed in tracking! The seller and I have never seen this tracking update.
