Package held in customs in china since February 7th tracking number is CH18017420US could you please check on the receiver is just giving me the run around.

Any help is appreciated. My package with tracking CH214207080US has been held in customs since the 29th and hasn't moved. Is there an issue or is it just a waiting period for the customs to clear? It is an item being sent back to the company for repair. Have asked the recipient and they have not been contacted by customs.
