Package stuck at customs

Hi my package has been with customs since 18 of JUne with notification"You need to contact customs directly. Your delivery is being held by customs in CHINA".
Could advise what to do tracking number is RL539028153IE.
I have marked package with note returning cargo I basically returning item because I was send wrong one. Once this package get to the sender I can get my money refunded.
