I have a package, LP186192577GB, that latest status has it in customs , needing to pay duty tax. However the receiver has not received any notice. Is there a way for the receiver to get notfitication via text to personal phone or mail to shipping address to pay duty tax?

I returned a parcel to China via Royal Mail Uk, when I track it is saying either missing customs paperwork or duty to be paid, the item is below value for duty and the paperwork was attached, how do I contact customs with a copy of the paperwork. Thank you
