Package stuck in customs for 2 months

I sent my package to china to get a refund
The tracking number is CH175788394US.
It says it been stuck in customs and the person im returning it too they say they can’t contact the customs number. What is the Chinese customs number and address so I can send the person who it will arrive at to get their package so I can get my money back.

Hi Retina Malerano,

It should be waiting for the receiver in China to declare to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check or call China customs service number 12360 to check.
