Parcel not delivered l, courier sat idle for 3 days in my town failed to deliver

I am trying to find out why my parcel AT118688747CN. Has made it to my town but the courier/driver in question has been sat idle in the same location for 3 days now, I paid for express delivery and the parcel was meant to arrive on they 13th of November but alas no where to be seen, can someone please shed some light onto this situation as I find it highly unacceptable and unprofessional to say least.
