Parcel says delivered but it hasn't been received

I have checked the tracking of my parcel which is saying that it has been delivered but this is not true.
The delivery address has someone there the whole time and no parcel was delivered or any attempt to deliver has been made.
If there is the opportunity to contact the courier I would be grateful to have their contact details to make a direct enquiry.

It was delivered to British Folkestone, Folkestone, CT19 5TB on October 19. If you don't get it, you need to contact the seller to ask for the new tracking number in UK. Then, use the number to check with Royal Mail about the address they delivered to. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.
