Parcel stuck at customs for 6 months!

I would like to know what hapenned to my parcel ref RF114050129BE. The last information I have is on 9 Oct 'delivery to carrier' but after this nothing... I have sent my parcel on 28 April! from Belgium and still not arrived. I would like to know what to do. I don't have a contact number from the receiver. Thank you

It has been waiting the receiver to pay the tax since June 26, as the receiver didn't pay for it, it's on the way back to Belgium now.
