Please help me track RF997040061CN. It's unclear if it has departed China or if it's still in China. Last update was on October 17, 2017.

No, it hasn't left China and still in Suzhou processing center now. You'd better contact the sender to ask him to check what happened to it.

All of my packages tracking do not updates after mutual seal at domestic transfer.
