Seller responded to PayPal with return address that doesn't match the packaging of incorrect item I received. Plus, the address is in Chinrse. I will only get a refund if I return the item (worth maybe $5.) I have to pay shipping. What if the seller says he doesn't receive it, how will I know for sure? Am I just out 179 bucks?

It may be a scam. Many people reflect they have returned back the package to the seller, but the seller couldn't get it or the seller gets it and the seller doesn't admit. You still couldn't get refund.
