Rebooking Failed delivery

Hello , i sent a package to my office in Shenzhen China but the office was closed on the 01/01/2025 due to public holidays so the parcel was not delivered, can i please rebook the delivery as the office is now open?

My package sent from Peking to Berlin via SF.Express. says "inbound failed" after it is out for delivery in Germany.
I would like to know what exactly does this mean, like shouldn't inbound failed means that the package is stuck at custom? Is it even possible that a package is inbound failed after it is out for delivery?
Also, I would like to have suggestions on what to do and who to contact next.
