Returned item, stuck in customs

Hi, I have this item that is stuck in customs:
LA001993838BG
In my post tracking, it states Record item customs information "(Inb) CHINA, Invoice missing 04.06.2026 - 10:06ч."
While here, it states
"2026-06-05 20:13 深圳市 51810349, 等待用户缴税"

Not sure what to do - why is tax required. This is a package being returned to seller, however seller is unresponsive.
