You said that you'd better let the receiver contact the customs (12360) to check as soon as possible. What does 12360 mean? Is that a phone number?

I ordered a passel from Russia to China. The address: 3663, North Zhongshan Road, Putuo District,
Shanghai, 200062 Now the Chinese customs are asking me to provide them with an invoice. I'm getting an error on the website. The website says this 请收到海关 12360 短信后缴纳税款. But they didn’t call me. 邮件通关状态: 待缴税. I don’t know what to do. Whom should I contact?

My package is currently held in Nanning Customs for over a week now. It is a returned goods (jewelry) to the seller and I shipped back to them using USPS. My seller has not received any mail or call from Customs. They called China Post for help, but China Post cannot help because customs is holding it. They call China Custom (12360) and China Custom say they do not have package for some reason when the tracking says it is held in customs. Is there tax on returned goods?
Can you help me so I can have the package delivered?
