Why does my package go on a different address-Baoding City instead Shenyang City

I sent the package from Bulgaria to China by registered airmail RI303902546BG on 17/03/2022 to Shenyang City.
Why my package stayed in Baoding City 16 days?
What is happen?
The address is written in English and Chinese on the package!!!
There is a phone number of receiver too!

Hi herra05,

It's delayed in Baoding city due to the coronavirus control in Baoding city in the past days. It will be transited to Shenyang recently. Better wait for more days to get update.

Does the package just sit there until transport is available? Transfer to ship? been over30 days!
