Detained in customs three weeks

My shipment number is EE186109380TH, it was shipped on April 8 and received at Guangzhou Customs on April 23. After an incessant exchange of emails, they say that it was withheld for payment of taxes and that the recipient must contact China Post to pay this tax. The recipient has repeatedly requested the information to pay to China Post and customs but no one responds, they do not send the form for tax payment. What should I do? It has been a long time without information.

It may be returned back later if the receiver doesn't declare to the customs.
