My items resend to the united states/ different address

I had some items shipped from China, but l have an email saying it is delivered, l have checked my po box no packages Is it possible l can get my packages resend to another address.

This package was delivered to front porch of the wrong address. It entered the United States with the sale made by me on ebay and probably with my name on the shipping label.
There was duties to be paid by me the eBay buyer when it arrived I don’t understand how your company allowed somebody else to pay those duties on my behalf and release the items to them.
